Kirschstein-NRSA T32 Application-related Announcements and Notices

T32 Application Instructions: Kirschstein-NRSA institutional training grants are scheduled to be submitted electronically beginning January 25, 2010 (NOT-OD-09-113). NIH announced that the page limit for sections 2-5 (Background; Program Plan; Recruitment and Retention to Enhance Diversity; and Plan for Instruction in the Responsible Conduct of Research) will remain at 25 pages (NOT-OD-10-002). They have announced that the new instructions for electronic submission will be available by December 2009. Links to the new instructions will be provided once they are available. In the meantime, the links below to the PHS 398 instructions are provided since we anticipate that most if not all of the content requirements for paper submissions are expected to be relevant for electronic applications.

Data Tables: A standard set of data tables must be included in all T32 applications, regardless of the proposal's designated institute. They are to be numbered and appear as described in the data tables' set of instructions and sample data tables. Tables different from the standard may be included by using letters or a designation different from the standard set of table numbering. They may be included in the appendix and not be counted in the 25 page program plan limit, or may be included in the training program plan in which case will count against the 25 page limit. Policies
- NIH Policy on Resubmission (Amended) Applications (NOT-OD-09-003). Beginning with applications submitted for the January 25, 2009 due date, all original new applications (i.e., never submitted) and competing renewal applications will be allowed only a single amendment (A1). Applicants who do not receive funding after two submissions may resubmit an application, but only as a new application. A new application must be substantially different in content and scope. There is no time limit for the submission of the original and subsequent A1. Original new and competing renewal applications that were submitted prior to January 25, 2009 will be permitted two amendments (A1 and A2). Any A2 applications for these "grandfathered" proposals must be submitted no later than January 7, 2011. NIH will not accept A2 applications after that date.
- Revised NIH Parental Leave Policy for the Ruth L. Kirschstein NRSA Awards (NOT-OD-08-064): Trainees and fellows may receive stipends for up to 60 calendar days (equivalent to 8 work weeks) of parental leave per year for the adoption or the birth of a child when those in comparable training positions at the grantee organization have access to this level of paid leave for this purpose. Either parent is eligible for parental leave. The use of parental leave must be approved by the training Program Director. This applies to trainees on institutional research training grants (T32, T34, T35, and the NRSA component of T90), and fellows on individual research training fellowships (F30, F31, F32, and F33).
Submission Policies (Paper Applications) Dates
Standard Postmark/Submission Dates ("send by"):
- Investigator-Initiated Applications (not in response to a particular announcement)
- Program Announcements (PAs)
Is considered on time if the application is postmarked/courier-dated by the date listed in the Paper Applications - PHS398 table above
Special Receipt Dates ("arrive by"): Includes the following applications in response to announcements with unique receipt dates specified in the announcement:
- Requests for Applications (RFAs)
- Program Announcements with special Referral guidelines (PARs)
Is considered on time if the application is either:
- Received by ("arrived by") the specified date, or
- Received after the specified date if it has a legible proof-of-mailing dated not later than one week prior to the specified date.
- NOTE: If the announcement indicates resubmissions/renewals/revisions are allowed, then these follow the special receipt dates, not the Standard Receipt Dates.
T32 Review Criteria
NIH Announces Consolidation of Review Criteria for Institutional Research Training Grant Applications (T32) Submitted for FY 2010 Funding (NOT-OD-09-074): NIH issued a notice stating that it is consolidating the review criteria for T32 institutional training awards. The five criteria are summarized as: training program and environment; training program director/PI; preceptors/mentors; trainees; and training record.
Budget
Ruth L. Kirschstein National Research Service Award (NRSA) Stipend and Other Budgetary Levels Effective for Fiscal Year 2009 (NOT-OD-09-075): NIH increased stipend amounts by approximately 1% for FY 2009. The overall funding policies pertaining to tuition, fees, training related expenses and travel issued in the FY 2007 notice NOT-OD-07-057 continue to apply to all new and competing-continuation (renewal) mechanisms utilizing the NRSA authority, i.e., NRSA institutional research training grants (T32, T34, T35 and the NRSA component of T90) and competing individual fellowships (F30, F31, F32, F33). NIH stated the pilot funding policy will be evaluated in early FY 2010, with a final policy expected to be issued by July 2010 and applied to competing awards made in FY 2011. Stipends: Notice NOT-OD-09-075 contains the increased stipend amounts for FY 2009. NIH will automatically apply any necessary adjustments to for this increase to the budgets for existing active NRSA awards.
Tuition and Fees: Current tuition and training-related expenses policies for the Ruth L. Kirschstein National Research Service Awards (NRSA) program remain the same as those established for FY 2007, see NOT-OD-07-057, which follow the pilot funding policy for competing awards issued in NIH FY 2007 and FY 2006 described in notice NOT-OD-06-093.
Predoctoral trainees: For institutional training grants (T32, T34, T35, and the NRSA component of T90), NIH provides an amount for tuition per predoctoral trainee equal to 60% of the level requested by the applicant institution, up to $16,000 per year. If the program supports formally combined dual-degree training (e.g., M.D.-Ph.D, D.D.S.-Ph.D.), the amount provided per trainee will be up to $21,000 per year.
Postdoctoral trainees: For institutional training grants (T32, T35, and the NRSA component of T90), NIH provides an amount per postdoctoral trainee equal to 60% of the level requested by the applicant institution, up to $4,500 per year. If the program supports postdoctoral individuals in formal degree-granting training, the amount provided per trainee enrolled in a degree-granting program will be up to $16,000 per year.
